Golongan pokok ini mencakup penjualan kembali (penjualan tanpa transformasi atau dengan perubahan kecil atau perubahan biasa seperti rekondisi) barang-barang baru dan bekas kepada masyarakat umum untuk konsumsi atau kepuasan pribadi atau rumah tangga, melalui toko, toserba, koperasi konsumen, kios, rumah pesanan lewat pos, internet, penjual keliling (sales), pedagang kaki lima, dan lain-lain. Golongan pokok ini mencakup perdagangan eceran mobil dan sepeda motor termasuk kendaraan listrik. Aktivitas perdagangan eceran diklasifikasikan berdasarkan barang yang diperdagangkan tanpa memperhatikan cara penjualannya (melalui toko, online, kios, pasar, dan lain-lain). Aktivitas perdagangan eceran dibagi ke dalam aktivitas perdagangan eceran barang khusus (golongan 472 s.d. 478) dan berbagai barang atau barang umum (golongan 471). Perdagangan eceran termasuk perdagangan barang bekas (subgolongan 4774). Golongan-golongan yang tersebut dibagi lagi berdasarkan jenis barang yang dijual. Barang yang dijual dalam golongan pokok ini dibatasi untuk barang yang biasanya berkenaan dengan barang konsumen atau barang eceran. Oleh karena itu barang yang biasanya tidak masuk perdagangan eceran, seperti bijih-bijihan, mesin industri dan lain-lain dikeluarkan dari golongan pokok ini. Pendistribusian produk digital, termasuk jasa pengunduhan dan pengaliran (streaming) juga termasuk dalam golongan pokok ini. Golongan pokok ini juga mencakup unit yang utamanya diikutsertakan dalam penjualan ke masyarakat umum dari barang dagangan yang dipertujukan, produk seperti komputer pribadi, alat tulis, lukisan atau bingkai, meskipun produk-produk tersebut mungkin bukan untuk penggunaan pribadi atau rumah tangga. Penanganan yang lazim dilakukan dalam perdagangan tidak mengubah bentuk dasar dari barang dagangan dan dapat mencakup misalnya penyortiran, pencampuran dan pengemasan, pengiriman dan pemasangan barang beserta promosi penjualan bagi pelanggannya, jika dipasok oleh pedagang yang sama. - perdagangan eceran minyak otomotif dan produk pelumas atau pendingin; - aktivitas rumah lelang yang memperdagangkan barang pihak ketiga baik barang baru maupun barang bekas, termasuk lelang melalui internet; - aktivitas unit yang menyediakan jasa intermediasi untuk perdagangan eceran baik barang khusus maupun barang umum (lokapasar/marketplace) yang memfasilitasi transaksi antara penjual dan pembeli untuk pemesanan dan/atau pengiriman barang fisik atas dasar balas jasa atau komisi, tanpa terjadi perubahan hak kepemilikan barang yang diperdagangkan. Aktivitas-aktivitas ini dapat dilakukan melalui platform digital maupun saluran nondigital (golongan 479); - mesin penjual otomatis yang menjual barang selain makanan dan minuman; - mesin penjual otomatis makanan dan minuman yang disiapkan oleh mesin tersebut.
